Will there be cannabis retail stores?

Under the proposed approach, the Prince Edward Island Liquor Control Commission (PEILCC) will oversee the operation of four (4) stores upon legalization in July 2018. These stores are tentatively slated to be located in Charlottetown, Summerside, Montague, and the West Prince Region of the PEI.

What will the cannabis retail stores look like?

A Request for Proposal (RFP) was issued for cannabis retail store site selection on January 17, 2018, and tentative space summary drawings have been included with this document (i.e. Appendix C). However, this preliminary design may evolve based on the site leased. The RFP can be viewed here: www.princeedwardisland.ca/en/tender/peig-4938

Will I be able to purchase cannabis online?

It is anticipated that these retail stores channel will be complemented by an online sales channel that will provide all PEI residents with a safe, secure, and convenient way to legally purchase cannabis products.

Where will you deliver cannabis to?

We will deliver to all areas of PEI.

How long will it take me to receive my online order?

Our delivery times have yet to be determined, but it will be our goal to ensure all online cannabis customers find value and convenience in our services.

What kinds of cannabis products will be for sale?

Cannabis will be sold in the forms as permissible under the proposed federal legislation. These forms would initially include cannabis flower, cannabis oil, and cannabis accessories. Other cannabis products (e.g. edibles, etc.) will not be sold until the federal government includes it in its legislative framework.

What measures are you taking to protect against underage in-store purchases?

As is the case with beverage alcohol today, the cannabis-retailing subsidiary of the PEILCC take its regulatory responsibilities related to ensuring the age of majority very seriously. It is anticipated that the requirement to present identification will apply to all customers who choose to shop and cannabis retail stores, both upon entering the retail store, and when they finalize their purchase.

Preventing sales to anyone under the designated legal purchasing age of 19 for cannabis sales, and to intoxicated people, will be a core focus of the cannabis retailing subsidiary of the PEILCC. All retail staff will be well-trained in ID verification and responsible service.

Who will deliver cannabis, and how will you prevent underage online purchases?

We are still working to determine who will provide delivery services. However, online cannabis sales will need to ensure the secure and safe delivery of cannabis across the province.

Products will need to be stored, packed, and distributed in a safe and controlled manner. Delivery safeguards will need to exist to ensure responsible delivery, including age verification and no packages being left unattended at the door. Additional details are being developed to ensure a safe approach to the online sale of cannabis in PEI and will be released in the months to come.

Will those who require cannabis for medical purposes be able to purchase from PEI cannabis retail stores and online?

Medical users may choose to purchase recreational cannabis from PEI cannabis retail stores. The Government of Canada will continue to oversee the production and sale of medical cannabis. Under federal requirements, eligible persons would continue to access medical cannabis by purchasing directly from a federally licensed seller of cannabis for medical purposes. How can I be considered for employment opportunities at a cannabis retail store?

At present, the PEILCC has yet to finalize its plans related to the recruitment, staffing, and training of retail employees. It is anticipated that more details on these factors will be released to the public in the coming months. How can Licensed Producers of cannabis products express interest in supplying PEI’s recreational Market?

On January 16, 2018, the province signed Memorandums of Understanding (MOUs) with three Licensed Producers to secure an adequate supply of safe, high-quality cannabis products for July, 2018. These Licensed Producers were:

• Canada’s Island Garden of Charlottetown;
• Organigram of Moncton, NB; and
• Canopy Growth Corporation of Smith Falls, ON

The PEILCC will continue to engage with additional LPs moving forward, and in the coming weeks an LP registration process will be developed to initiate these discussions. In the interim, LPs interested in having their products sold through PEI’s cannabis distribution framework should indicate their interest by emailing businesscannabis@liquorpei.com.
